## An exemption, a waiver request and an approval are different

An exemption is a published condition under which a test is not required. A waiver request asks an office to assess whether your evidence meets a permitted exception. Approval is the recorded outcome where review is required. Do not describe a submitted request as a granted waiver.

A medium-of-instruction letter provides evidence about the language used in your education. It cannot decide how another institution evaluates that education. The receiving policy may distinguish undergraduate from graduate study, entire instruction from part of a course, or academic experience from employment.

Use three named graduate admissions policies as illustrations. Harvard Griffin GSAS accepts an undergraduate degree from an institution where English is the primary language of instruction as one way to demonstrate proficiency. Stanford Graduate Admissions has a broader published exemption list. Columbia GSAS describes a formal review route for international English-medium undergraduate study.

## Harvard Griffin GSAS: undergraduate teaching language matters

The checked Griffin GSAS page says non-native speakers can demonstrate proficiency through an undergraduate degree from an academic institution where English is the primary language of instruction, or through its accepted test routes. It explicitly says a master’s or other graduate degree is not accepted as proof through that degree-based condition.

For an Indian applicant with an English-medium bachelor’s degree, the relevant question is whether the institution and degree meet that stated condition and how the application records it. Do not replace undergraduate with master’s because your more recent degree was taught in English.

For an invented contrast, Applicant A completed a bachelor’s degree at an institution with English as its primary instruction language. Applicant B completed a bachelor’s degree in another language and a later English-medium master’s. The published GSAS degree route addresses A’s undergraduate evidence, but B should not assume the graduate degree satisfies it.

The page also describes a limited petition route for certain US undergraduate institutions where English was not the primary language but a significant portion of the programme was in English. It says that route applies only to US institutions. Do not transplant that exception to an Indian institution merely because some classes were taught in English.

Other Harvard schools have their own admissions rules. A Griffin GSAS conclusion does not settle a professional-school application. Read the exact school page and use a precise enquiry if your degree history does not fit its wording.

## Stanford graduate: instruction and experience are distinct routes

Stanford’s checked graduate policy exempts applicants meeting one or more stated criteria, including a qualifying US degree or international equivalent from a university where all instruction was conducted in English. It also lists two or more consecutive years of full-time professional or educational experience in English within the past ten years.

It says the application’s Personal Background responses determine whether test submission is required under those criteria, with no additional documentation needed at the application stage. If admitted and accepting the offer, supporting documentation may be required as an admission condition. No initial upload does not mean evidence will never be needed.

For an invented example, a graduate working full time in an English-speaking professional environment should examine the duration, continuity and language conditions of the experience route. Merely using English for occasional client calls is not the same factual claim as two consecutive years of full-time professional experience in English.

For degree evidence, preserve the distinction between all instruction and primary instruction. A letter that states most teaching was in English may not answer a policy requiring all instruction. Report your history accurately and ask the admissions office if the exact facts fall outside the wording.

Stanford’s central graduate policy can include other conditions, including later placement requirements. Do not infer that exemption from submitting a test eliminates every subsequent language assessment. Check the admitted-student instructions separately if you receive an offer.

## Columbia GSAS: request review early with the required evidence

Columbia GSAS bases its English-proficiency requirement on the country of the undergraduate degree rather than citizenship. Its international-applicant page allows a waiver request for an international undergraduate institution whose official instruction language is English, with a specific undergraduate waiver form.

The FAQ says to obtain an official institutional document confirming English is the sole language of instruction and submit it with that form. The international-applicant page says to complete Educational History before submitting the waiver request, and locates the forms on the application’s Test Scores page.

The required form and supporting evidence should be submitted at least two weeks before the programme deadline. Requests are considered individually and submission does not guarantee approval. Put that earlier date in your calendar; it is different from the deadline for sending official test results.

Columbia’s page also describes a graduate-degree route for qualifying MA or PhD study in a country where English is the sole official language. That is not a blanket exemption for any English-medium master’s degree anywhere. Match the actual country and degree conditions before relying on it.

For an original example, an applicant with an English-medium Indian bachelor’s has the relevant institutional evidence but has not yet received a decision. Their tracker should say waiver requested, decision pending. If they cannot obtain approval before the needed evidence deadline, they must ask about the permitted next route rather than declaring the test waived themselves.

## Prepare an evidence packet that answers the actual policy

Request the institutional document through the appropriate official academic records route. Ask for accurate facts about the institution, degree, dates and language of instruction needed by the receiving policy. Do not ask an issuer to state all instruction was English if that is not true.

Keep the source page and submission receipt with the application. If admissions asks for further evidence, respond to the exact gap. A general letter describing your fluency may not establish the degree’s teaching language and is not an automatic substitute for an official document.

Ask a focused question: I earned this bachelor’s at this institution, whose official instruction language is described in the attached document; does it satisfy this programme’s stated condition? Include the entry term and page URL. That is more useful than asking whether Indians need TOEFL.

Do not send sensitive academic or identity records to unrelated parties simply to obtain an opinion. Use the receiving office’s official route and provide the evidence it requests. This is an administrative application task, and the institution determines the outcome.

## Keep a test route feasible while the decision is pending

If the exemption is clearly documented in the published policy, follow the application instructions. If a waiver review is required, track its status and leave room for a test if the request is denied or evidence is incomplete. This is a calendar contingency, not a recommendation to pay for an unnecessary appointment.

A waiver decision shortly before the deadline may not leave enough time for an official test report without an institution-approved arrangement.

If the deadline is tighter, ask the institution about its permissible evidence route rather than claiming a short preparation burst guarantees a qualifying result.

Finally, keep admissions exemption, teaching requirements and visa evidence distinct. A waived university test does not answer every later language question. Check each route with its responsible authority and retain the exact decision that applies to your application.

Does an Indian English-medium degree automatically waive TOEFL?

Can a master’s degree replace TOEFL at Harvard Griffin GSAS?
